DEVELOPMENT OBJECTIVES FOR UGANDA

Since the historic Millennium Summit in 2000, at which the world's leaders committed to eradicate poverty and improve people’s livelihoods, UNDP’s objective has been sharpened to fulfill the Millennium Development Goals (MDGs) promise. These eight goals and the priorities set by the people of Uganda for their development constitute the benchmark for UNDP’s activities in the country.

UNDP’s Programme in Uganda is articulated in the current Country Programme Action Plan (CPAP 2010 - 2014), the five year framework born out of mutual cooperation between the Ugandan Government and UNDP. Government ownership and responsibility over Programme activities is an essential factor to UNDP.

The Programme broadly defines the goals to which Government of Uganda and UNDP jointly subscribe and forms the basis of UNDP’s support and intervention in Uganda. It is the fruit of wide consultations and participatory engagement with all development stakeholders: Government, civil society, the private sector, academia and Uganda’s development partners, among others.

The CPAP 2010 – 2014 aims to fully support the realization of Uganda’s National Development Plan 2010/11 – 2014/15. The National Development Plan for Uganda with a budget of Shs54 trillion and is aimed primarily at transforming Uganda from a predominantly peasant society to a middle income country by 2015. Its successful implementation will ensure that on average, every Ugandan earns at least Shs1.8 million ($900), up from the current Shs1 million ($506), per year.

The UNDP Uganda CPAP also responds to Uganda’s priority needs and challenges identified in the United Nations Development Assistance Framework (UNDAF) 2010 - 2014. It takes full cognizance of UNDP’s global development frameworks.

Additionally, in an effort to address the unique challenges and development opportunities in Africa, UNDP has recently refocused its strategy towards capacity building interventions which improve pro-poor growth and accountability (CD-PGA). As a result, UNDP Uganda is currently reviewing its Country Programme Action Plan to ensure that it fully reflects this new and powerful driving theme.
