International Consultant for Econometric & Distributive analysis in STATA


                                                                       TERMS OF REFERENCE

                                                            FOR SPECIAL SERVICE AGREEMENT

COUNTRY OF ASSIGNMENT: Uganda

1) GENERAL BACKGROUND

The Strategy and the Policy Unit of UNDP Uganda is undertaking several analytical works to inform pro-poor policies and accelerate progress towards achievement of the Millennium Development Goals (MDGs). Among these analytical works are: National Human Development Report (NHDR) on Climate Change; Poverty Social Impact Analysis (PSIA) of changes in food prices; the MDG/macro-economic modeling work done in collaboration with UNDESA, localization of MDGs in five districts of Uganda, etc.

In order to accomplish these assignment teams of researchers, consultants, and government and UNDP staff have been assembled. Methodologically, many of these assignments require the use of advanced micro-economic and econometric modeling approaches using the STATA software including those incorporated in the Distributive Analysis for STATA Package (DASP). Much of the work involves analysis of household survey data sets like the National Household Survey, the Demographic Health surveys etc. In order for the teams to efficiently accomplish their assignments, capacity building and support in micro-economic and econometric analysis with STATA is of critical importance.

UNDP Uganda under the NHDR project is therefore looking for an international consultant with extensive experience in econometric and distributive analysis in STATA using household survey data.

2) OBJECTIVES OF THE ASSIGNMENT

i) To train the teams on modeling using STATA, specifically the survey module, DASP and other features for the various analytical studies.
ii) Provide ongoing guidance and technical support to the teams preparing analytical studies.


3) SCOPE OF WORK

More specifically the consultant will prepare training modules that cover:

„X Introduction to STATA
„X Working with household surveys and organizing data sets
„X Econometric techniques including: Multivariate regression analysis (OLS, Logit, Probit etc)
„X Statistical tests and hypothesis testing
Select features of the Distributive Analysis for STATA Package

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

The duration of the assignment will be 30 working days, 15 of which will be for preparation, 10 for execution of the training and working with researchers (in Kampala) and 5 days for follow-up activities. Activities in Kampala are expected to take place in March or April of 2010.


5) FINAL PRODUCTS

The final product will be the training materials, one training workshop facilitated and broader support to preparation of analytical papers (i.e. providing methodological guidance, answering queries, reviewing results).

6) PROVISION OF MONITORING AND PROGRESS CONTROLS

The consultant will be expected to report on progress to the Economic Advisor in UNDP Uganda.
The consultant will be recruited under a Special Service Agreement of the UNDP in accordance with organizational procedures. The full amount under the contract will be paid immediately upon satisfactory delivery of the workshop and receipt of the final training materials.
Payment is made with the understanding that the consultant will provide follow-up support to research teams of around 5 working days possibly spread out over several weeks after the workshop.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

i) Consultants must have an advanced University Degree in Economics/Statistics
ii) At least 10 years experience using STATA and DASP in particular
iii) Experience in conducting similar training programs especially for multilateral institutions such as the UN agencies, World Bank, African Development Bank, IMF etc will be an added advantage.
iv) A solid research record with extensive publications in the area of micro-econometric analysis with specific emphasis on developing countries.


8) REVIEW TIME REQUIRED

7 working days after completion of the training workshops and submission of final training materials.

9) CONSULTANT PRESENCE REQUIRED ON DUTY STATION/UNDP PREMISES
