 International and National Consultant for Harmonised Approach for Cash Transfer Evaluation (HACT)

UNDP Uganda Country Office is in the process of conducting an evaluation of Harmonised Approach to Cash Transfers covering the current Country Program Cycle 2006-2009. In this connection, qualified International and National Consultants are invited to submit their CVs and proposals.

Qualifications

The evaluation will be undertaken by a team consisting of a lead International evaluator with experience in development and financial management. The detailed skills, experiences and qualifications are presented below.

i)                   International Evaluator

The evaluation will be led by an international evaluator with the following skills, experiences and qualifications required are:

·      Master’s degree in financial management, with experience in development work

·      Familiarity with social development and financial management

·      Proven experience in conducting independent evaluations

·      10 years of relevant experience in strategic planning

·      Proven experience in leading evaluation team

·      Excellent ability to communicate in English both written and spoken

·      Proven experience in report writing and drafting

·      Experience with UNDP or UN agency funded project will be added advantage

ii)                National Evaluator

The national evaluator will possess the following skills, experiences and qualifications are required:

·      Master’s degree in development studies or related social science fields

·      Familiarity with development and financial management

·      Proven experience in conducting independent

·      5 years of relevant experience in evaluation or development programming

·      Excellent ability to communicate in English both written and spoken, and to work in a team

·      Experience with UNDP or UN agency funded project will be added advantage
