Mainstreaming HIV and AIDS

Background

Uganda has made considerable progress in the fight against HIV/AIDS as evidenced by a decline in the national prevalence rate from 18%- in 1992 to 6.4% in 2005. However, there is noted stagnation of prevalence in the last three years.

While the national Poverty Eradication Action Plan (PEAP) points to HIV/AIDS as a cross cutting priority to be mainstreamed across all sectors of the economy, it comes short of outlining how this process is to be put in place, budgeted for, and monitored.

HIV/AIDS is also peripherally addressed in the Medium Term Expenditure Framework (MTEF), and rarely features in other sectors’ Budget Framework Papers (BFPs). To ensure that HIV/AIDS is fully addressed, across all sectors of the economy, it has to effectively mainstreamed in the PEAP.

Development objectives

This project aims at ensuring that HIV and AIDS are integrated into the planning and budgeting processes at both national and local level.

Activities & expected results

The project supports, development of national policy and guidelines on HIV and AIDS mainstreaming. Furthermore, capacity building through training of planners and policy makers at national and district level on mainstreaming.

It is envisaged that through this process HIV and AIDS will be institutionalized into sector and district budgets, incorporated in Sector and District plans and budgets and HIV/AIDS Core indicators are incorporated in Annualized PEAP Policy Matrix
