Background

Corruption undermines democratic governance and the rule of law, leads to violations of human rights, distorts markets, erodes the quality of life, and allows organized crime, terrorism, and other threats to human security to flourish. In Uganda, the Inspectorate General of Government (IGG) is one of the critical organisation with the mandate to work against corruption in the public sector.

In recognition of this, UNDP has been supporting the IGG to increase its anticorruption efforts through technical assistance and capacity building interventions.

Development objectives

The Project is intended to strengthen the capacity of the IGG to fulfill its mandate of fighting corruption and to induce a strong culture of transparency and accountability in the country. The project focuses on strengthening the capacities of the IGG in carrying out timely investigations and prosecutions, especially those related to high profile cases.

Other specific foci include the conducting of policy and study of systems in selected institutions to identify corruption prone processes; recommending specific measures to address the loopholes; and implementation of the leadership code and provision of strategic support in preparatory activities for the National Integrity Survery III (NIS III).

The project also envisages support to the office of the IGG in the form of a resident advisor to help in capacity building activities, as well as provision of strategic support in developing appropriate skills in conducting investigations, prosecutions, and managing high profile cases.

Key activities & expected results

• strengthen the capacity of the IGG to undertake investigations, prosecutions
• undertake systems and policy assessment of corruption prone processes in select departments to identify specific corruption patterns
• support the preparations of the National Integrity Survey III
• provide technical assistance in the form a resident advisor to build the capacity of the staff in undertaking high profile cases, investigations and prosecutions
• provide targeted sensitization programmes at the district and local government level, and with non-state actors like the private sector and CSOs/NGOs
• support the Anticorruption Week organized by CSOs

The project is intended to contribute to the overall deepening of the anticorruption machinery in the country. It is focused on developing the capacities of the IGG in undertaking investigations and prosecutions, and also on contributing to improving the culture of enforcing accountability by the non-state actors.

Implementation phase

Currently the project is undertaking the targeted capacity building interventions for the staff in the areas of surveillance, investigations and prosecutions, and is also undertaking the systems and policy assessments.
