The Government of Uganda has designed a National Development Plan (NDP) which aims to promote growth, employment and prosperity through enhancements in productivity and competitiveness as well as investments in education for skills development. In response, the UN system is developing a new UN Development Assistance Framework (UNDAF) to support the realization of the aspirations of the National Development plan. Government recognizes that in the short to medium term, the agricultural sector will be the basis for job creation, export development and provision of livelihoods for the majority of the population. To this end, the GOU has developed a new Agricultural “Development Strategy and Investment Plan (DSIP), which is based on a vision to have “a competitive, market-oriented agro-industrial sector that accommodates both small and large scale farming in different agricultural production zones”. In support of these efforts, and given that the majority of the poor in Uganda are active in the agriculture sector, the UN system proposes a joint programme to strengthen value chains in agriculture and related sub-sectors.
