RFP for Selection of International Organization/NGO to act as Implementing Partner for National Mine

The United Nations Development Programme (UNDP) is supporting the Government of Uganda through the Uganda mine Action Center in the Office of the Prime Minister in the implementation of a national mine action programme. The objectives of the mine action programme are to (1) Coordinate explosive ordinance disposal (EOD) response and mine clearance operations to free affected land for settlement and production purposes; (2) Coordinate and monitor mine action actors tasked with Mine Risk Education (MRE) at national and local levels; (3) Support and monitor the implementation of the Comprehensive Plan for Landmine Victim Assistance and other victim assistance interventions; (4) Monitor landmine stockpiles and report on the destruction of anti personnel mines, in conformity with the Anti-Personnel Mine Ban Convention; (5) Advocate for the elimination of landmines and cluster munitions, and ensure that Uganda’s international obligations such as to the Anti-Personnel Mine Ban Convention and the Convention on Certain Conventional Weapons (CCW), are met; and (6) Strengthen institutional capacity for effective coordination, communication, monitoring, evaluation, and mobilization of resources to manage the IMAP.
To achieve the above objectives, this RFP seeks to engage a well-established and internationally experienced mine action organization (NGO) to manage the further development of the national mine action program operations (clearance, victim assistance, MRE, advocacy, and stockpile destruction) in Uganda. This call for proposal covers a total organizational responsibility, the Terms of Reference hereto attached in annex III, are only a means of describing the scope of work.
