Study on the Poverty and Social Impact of Food Price Changes on the Rural Households in Uganda

 

Part I. Situation Analysis

According to the 2007 National Human Development Report, the agricultural sector accounts for 32 percent of Uganda’s GDP, employing 73 percent of the workforce and contributing 85 percent of export earnings. It is therefore widely assumed that recent increases in the world market prices for foods are of considerable benefit to Uganda and to the country’s farmers. Since rural households make up the bulk of the country’s poor increases in food prices are thought to be contributing to further reductions in the levels of poverty in the country on top of the already impressive reductions in poverty witnessed over the past 20 years. However, the poverty and social impacts will depend on a number of factors, including whether rural households are net buyers or net producers of different crops, the extent to which international price changes pass through to local prices, and the supply responses of local farmers. The proposed study intends to investigate these linkages in detail and seek to quantify the impact of food prices changes on rural households in Uganda and the macro-economic effects. On the basis of this analysis the study discusses a series of policy options aimed at reducing the vulnerability of farmers and rural households to changes in commodity prices and for capturing the longer term opportunities for the commercialization of agriculture in Uganda.
