Uganda APRM Country Review Report Disseminated Regionally

The APRM report launch

Subsequent to the launch of the Republic of Uganda Country African Peer Review Mechanism (APRM) Report on the 23rd of March 2009, the Uganda APRM National Governing Council is undertaking regional dissemination exercises of the report.
 
The dissemination will be done in the regions where consultations were held during the assessment process, and to various stake holders with the purpose of creating national awareness of the issues in the report and the priority actions in the Uganda APRM National Programme of Action which address gaps identified in the four thematic areas.
 
In accordance with the APRM Guidelines, His Excellency the President will present an annual Progress Report on the Implementation of the Programme of Action to his peers at the African Peer Review Forum in June 2009.
 
Uganda was last peer reviewed on the 29th of June 2008 during the 9th Summit of the Committee of Heads of State and Government at Sharm-el-Sheik in Egypt, after which a country review report was handed over to the focal point person, who is the Minister of Finance, Planning and Economic Development. UNDP on the other hand is the administrative agent for the basket fund that was set up together with DANIDA and DFID.
 
The country was reviewed in four main areas which include democracy and political governance, economic governance and management, corporate governance and socio-economic development.
 
Uganda’s report was found to be candid in its findings and is being used as an example for many other African countries who visit Uganda to see how they can learn from its experiences in collecting information for the review.
 
Dissemination Strategy:
The regional dissemination will comprise engaging the public through the media as well as undertake advocacy meetings with district heads, Universities and Civil Society Organisations to establish avenues for continuous dialogue
 
Regions Covered:
There are four major regions that will be covered for dissemination, namely; Eastern Region, Western Region, Northern Region (including West Nile) and Central Region

What is APRM?
 
Uganda adopted the New Partnership for Africa’s Development (NEPAD) strategy and acceded to the African Peer Review Mechanism (APRM) in 2003. The APRM is the mutually agreed instrument and voluntarily acceded to by Member States of the African Union as an African self-monitoring mechanism.
 
The mandate of the African Peer Review Mechanism is to ensure that the policies and practices of participating states conform to the agreed political, economic and corporate governance values, codes and standards contained in the Declaration on Democracy, Political, Economic and Corporate Governance.
 
In Uganda, this process has been spearheaded by the APRM commission which provides guidance and direction to the APRM Unit and located in the National Planning Authority.
