Crisis Prevention & Recovery

The northern districts of Uganda have just recently been able to begin their recovery from a civil war which severely plagued the region for more than 20 years. The war between the rebel Lord’s Resistance Army (LRA) and the Government of Uganda has cost the lives of hundreds of thousands of people, displaced over 2.5 million people from their homes, created tens of thousands of child soldiers, and completely destroyed Northern Uganda’s agricultural economic base.

A glimpse of hope emerged for the people of Northern Uganda when the Government of Uganda and the LRA signed a landmark Cessation of Hostilities Agreement on 26 August 2006 in Juba, South Sudan.

Today, the fruits of the two-year-old peace process are beginning to appear: security has drastically improved, and in some areas like the Teso, Lango and Acholi sub regions, communities are beginning the brave journey home.

However, in other places like the northeastern region of Karamoja which continues to be the most neglected area in Uganda, civilians are still suffering from insecurity rooted in small arms proliferation and a traditional culture of cattle rustling.

Vigilante justice, based on reprisals and revenge, is slowly taking shape in Karamoja in lieu of the legal justice system. Problematic disarmament programmes and poor or non-existent structures for the administration of justice are at the root of this troubling development.
   
As a response to these challenges, UNDP Uganda established a dedicated Crisis Prevention and Recovery (CPR) Unit in November 2005. The Unit contributes dynamic expert and technical support aimed at bridging regional gaps in achieving the Millennium Development Goals.

Reintegration of Internally Displaced Persons (IDPs) and ex-combatants, human security, and peace building and reconciliation have also been integrated into the 2006-2010 Country Programme Action Plan - another indication of UNDP’s sustained support and commitment to crisis related issues in Uganda.

In the context of Early Recovery, UNDP is also the cluster lead in the area of Governance, Infrastructure and Livelihoods.

Our projects and activities in Northern Uganda aim at achieving the following outcomes:

  • resolution of national conflicts and strengthening reconciliation processes and capacities
  • strengthening national policies, strategies, capacities and programmes for recovery in crisis affected areas
  • creation of a secure environment for recovery and development through the reduction of SALW proliferation and the implementation of Disarmament, Demobilization and Rehabilitation (DDR) programmes
  • strengthening national capacities and programmes to reduce the threats and effects of land mines and UXOs

  • 3.9 million: population living in absolute poverty in Northern Uganda (2004)
  • 1.7 million: number of IDPs in Northen Uganda (over 6% of the national population)
  • 20,000 to 30,000: number of children abducted over the 20 years of the armed conflicts in the North.
  • One in five children in the North has lost either one or both parents to the conflict
  • One in three young men and one of six young women has been abducted at some point in his life
